OpenAI announced on Wednesday that it will provide its ChatGPT Enterprise product to U.S. federal agencies for just $1 over the next year, effectively offering its advanced AI technology to the federal executive branch workforce at “essentially no cost.”
In recent months, the company has been strengthening its relationships with lawmakers and regulators and plans to open its first Washington, D.C. office early next year. Participating agencies will gain access to OpenAI’s frontier models via ChatGPT Enterprise, with additional features like Advanced Voice Mode available for an extra 60 days.
This initiative is launched in partnership with the U.S. General Services Administration.
OpenAI said in a blog post, “Helping government work better – making services faster, easier, and more reliable—is a key way to bring the benefits of AI to everyone.”
Back in June, OpenAI introduced “OpenAI for Government” and revealed a contract worth up to $200 million with the U.S. Department of Defense. The company is also in talks with investors for a potential stock sale valuing it around $500 billion, following a $40 billion funding round in March that valued it at $300 billion—the largest private tech raise to date.
OpenAI’s goal is to support the U.S. government by delivering best-in-class technology that helps government workers reduce red tape, paperwork, and focus on serving the American people.
The “OpenAI for Government” program consolidates the company’s existing government engagements—including ChatGPT Gov and partnerships with the U.S. National Labs, Air Force Research Laboratory, NASA, NIH, and Treasury—under one umbrella to expand these efforts.
Through this initiative, federal, state, and local governments will have access to:
- The most capable AI models in secure, compliant environments, via ChatGPT Enterprise and ChatGPT Gov
- Custom AI models for national security on a limited basis
- Hands-on support and insights into future tools for planning and application in government work
The program’s first partnership is a pilot with the Department of Defense’s Chief Digital and Artificial Intelligence Office, featuring a $200 million contract to explore how frontier AI can transform administrative operations—from improving healthcare access for service members and their families, to streamlining program data analysis, to enhancing cyber defense, all aligned with OpenAI’s usage policies.
OpenAI aims to improve public service experiences and empower government employees to be more efficient and effective in their vital missions. Early pilots show promise: Pennsylvania state employees using ChatGPT saved about 105 minutes daily on routine tasks, while national labs are leveraging AI to accelerate research, enhance security readiness, and drive innovation.
“We are just getting started,” OpenAI said, expressing commitment to partnering closely with government agencies to provide powerful, safe, and secure AI tools that advance their missions and serve the public better.
